Those are materials and labor together, wired to code by a TDLR licensed contractor. What a PTAC Is and How It Works

A PTAC is a packaged terminal air conditioner. It is a single metal box that slides into a sleeve built into an exterior wall. The sleeve is typically about 40 inches wide and 16 inches tall. The unit has a compressor, condenser coil, and evaporator all in one chassis. It draws air from the room, cools it over refrigerant coils, and blows conditioned air back out. Heat from the condenser is pushed outside through a vent in the back of the unit. Some PTACs also have electric resistance heat strips for winter.

These units are common in hotels, motels, and older apartment buildings because they are cheap to manufacture and quick to install.
